Declarations of completeness filed for 2019

Friday, 15 May 2020 was the statutory deadline for filing declarations of completeness for the reference year 2019 in the LUCID Packaging Register.

 A list of those producers who have filed a declaration of completeness is available in the public register for all interested parties.

The statutory deadline for filing declarations of completeness is 15 May of each year. The number of filed declarations of completeness has increased significantly compared to previous years. Corresponding evaluations will be published at a later point. The rise in filings shows that the work of the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) is effective, and that the vast majority of companies has been able to comply with their obligations in due time, using the guidance provided (see below).

A few companies have informed the ZSVR that they have not been able to conclude their audits in due time given the coronavirus, and will therefore be filing their declarations of completeness with some delay. An important note: it is still possible to file declarations of completeness in the LUCID Packaging Register. To assist in submitting the declaration of completeness, the ZSVR has prepared the 'declaration of completeness technical guidelines' to supplement the audit guidelines. It explains the technical submission process in detail. Should you have any questions, in particular in relation to on-site audits, please first contact your auditor.

An additional note: it lies within the responsible enforcement authority's discretion to decide whether a delay in filing is considered an administrative offence. The ZSVR has no competence in this area. Where deadlines are set by statute, there is no way to extend them.
