How to fulfil the system participation requirement
Are you placing retail, group and/or shipment packaging on the German market together with your goods? If the answer is 'yes', then you should know that this packaging is subject to system participation and that you must pay for its recycling. Read on to learn what that means and what you have to do to fulfil this obligation.
System participation
What is 'system participation'?
- Companies filling service packaging or retail, group and shipment packaging with goods and placing that packing on the German market have to pay for that packaging's recycling.
- You pay for your packaging's recycling by concluding a system participation agreement with a system operator.
- The costs for participating your packaging with a system vary depending on different factors such as the volume and material type of your packaging.
- You can conclude your system participation agreement with the system operator of your choice. See below for a list of system operators.
Please note: are you using exclusively service packaging to place your goods on the German market, for example bakery bags, pizza boxes, flower wrap or film bags? If the answer is 'yes', you do not have to participate that packaging with a system to pay for recycling if you buy 'pre-participated', empty service packaging from a supplier or wholesaler. What are system operators, and what do they do?
- Private final consumers dispose of their packaging waste in yellow bags/bins, paper bins and paper/glass containers.
- System operators take care of recovering and recycling packaging waste.
- System operators ensure that packaging waste is collected, sorted and recycled across Germany, and that recycling quality is as high as possible.

Overview of system operators
Every company is free to choose a system operator to conclude a system participation agreement with. The German market for system operators is organised around competitive market principles. That is why there are multiple operators.
