Explanatory films

The Verpackungsgesetz (Packaging Act), the LUCID Packaging Register, registration requirement, data reporting and the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) – these and other terms, as well as their contexts, require a simple and comprehensive explanation. That is what the ZSVR provides.

In this section you can find explanatory films on the following questions:

  • What is the role of the ZSVR?
  • Who has an obligation under the Verpackungsgesetz?
  • How can producers / initial distributors register with the LUCID Packaging Register?
  • What else is necessary for complying with the law?

On 1 January 2019, the Verpackungsgesetz (Packaging Act) replaced the Verpackungsverordnung (Packaging Ordinance). The requirements resulting from this for producers / initial distributors and retailers are set out in the following film:

Since 1 January 2019, producers/distributors who are the first to place packaging filled with goods that typically accumulates as waste with private final consumers on the German market, and who do so on a commercial basis, are subject to registration with the LUCID Packaging Register. The following film explains in a simple and transparent manner how to register with your master data and brand names.


Explanatory film on how to submit an 'initial planned volume report' in the LUCID Packaging Register. How does one enter the planned packaging volumes of different material types?

After completing the registration, producers / initial distributors who are the first to fill packaging with goods must enter the packaging volume they place on the German market every year into the LUCID Packaging Register. The film explains how to submit the planned packaging volumes for the following as well as for the current year (2019).

Who is a 'producer' or an 'initial distributor'? Who is a 'private final consumer'? What does 'initial distribution' even mean and what obligations apply to importers? This film provides answers to these questions and explains context and connections.

What is system participation? What are the responsibilities of the systems, and how are packaging recovery and recycling financed? What does system participation have to do with registration? Above and beyond system participation and registration, are there any further requirements?
