Explanation
Retail packaging and grouped packaging for ice cream in quantities of 10 litres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as food and beverage businesses.

Retail packaging and grouped packaging for ice cream in quantities exceeding 10 litres are not subject to system participation because they typically accumulate as waste in large commercial enterprise settings.

Shipment packaging for ice cream of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Use of the system participation requirement catalogue requires that the item in question be packaging within the meaning of section 3 (1) VerpackG in conjunction with appendix 1 VerpackG. Waffles or cones that are used to hand over the ice cream do not constitute packaging; they are considered a product component in this context. Wooden ice cream sticks are used to handle the product and do not constitute packaging within the meaning of the VerpackG either. Cups enable or support handing over to the final consumer and, as such, are subject to system participation.
