Packaging Law Implementation Act: First draft published

The Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety has opened a consultation with associations and the federal states on a first draft of its Packaging Law Implementation Act (VerpackDG).

Published on 17 November, the draft serves the purpose of transposing the EU Packaging and Packaging Waste Regulation (PPWR) into national law by adapting existing legislation (the Packaging Act – VerpackG) to meet the PPWR’s requirements starting 12 August 2026.

Please note: As long as the new VerpackDG has not been passed and published, the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) cannot make statements on future obligations under packaging law. It also cannot provide legal advice or individualised, company-specific information, as has been the case to date. Providing this kind of information is outside the remit of the ZSVR.

The ZSVR will publish information about the new provisions for companies under obligation incrementally on its website starting in 2026. For now, however, it cannot assess or comment on the draft’s content.
