Data reporting in LUCID

This section provides answers to frequently asked questions about data reporting in the LUCID Packaging Register. You will find answers to general questions and to questions about submitting and correcting data reports.

Key questions

If you are a producer of packaging that is subject to system participation as defined in the EU Packaging and Packaging Waste Regulation (PPWR), you must regularly report your packaging volumes to both your system and the LUCID Packaging Register.

You must specify your system operator and the participated packaging volumes in the LUCID Packaging Register by means of a data report. To submit data reports in the LUCID Packaging Register, log in to your registration and click 'Submit data report' in the 'Data reporting' tile. You only need to upload or submit evidence of your system participation – such as a volume confirmation – if specifically asked to do so.

General questions

All activities relating to the LUCID Packaging Register, including the submission of data reports, are free of charge. However, costs are associated with system participation, which you arrange outside of the LUCID Packaging Register by entering into a private civil law contract with a system operator. You are not required to file the declaration of conformity and the technical documentation in the LUCID Packaging Register. Preparing/drafting their content does not fall under the remit of the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR).

The Forum Rezyklat provides materials like templates, FAQs and handouts relating to technical documentation and declarations of conformity to help meet manufacturer obligations. The ZSVR has published technical documentation discussion drafts in the context of the minimum standard for determining the recyclability of packaging (2025 edition) on its website.

No, the obligation to submit data reports applies exclusively to packaging that is subject to system participation. However, return, recovery and documentation obligations also apply to certain packaging that is not subject to system participation. Section 39 VerpackDG (German Packaging Law Implementation Act) sets out the obligations you must fulfil.

Submitting a data report

You submit reports about packaging volumes (data reports) via your dashboard in the LUCID Packaging Register. Please note that simply submitting your system operator's volume confirmation or packaging licence to the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) is not enough.
To submit a data report, proceed as follows:

  1. Use your login credentials to sign in to the LUCID Packaging Register

  2. Click 'Submit data report' in the 'Data reporting' tile.

  3. Select the correct report type by clicking 'Start' in the relevant tile. For explanations on the individual report types, please refer to the Data reporting – report types and steps document.

  4. Please select the reporting period. 

  5. Choose your system operator and enter the volumes of packaging that you participated with a system. 

  6. Save your data report. 

A data report is deemed to have been successfully submitted once it is listed in the 'Submitted volume reports' or 'Submitted supplementary volume reports' table overview.

The report type you need to select depends on the period covered by your system participation agreement and when you entered into it.

Planned volumes

  • Estimated planned volumes for the next calendar year which you have participated with a system must be reported to the LUCID Packaging Register via an initial planned volume report.

  • Planned volumes for the current year are filed in the LUCID Packaging Register via an intra-year volume report. 

If you have already specified your planned volumes for the current calendar year in an initial planned volume report, you do not need to submit an additional intra-year volume report. 

Actual volumes

  • Actual packaging volumes and participated packaging volumes from the prior year must be reported to the LUCID Packaging Register via a year-end volume report by no later than 1 June (statutory deadline).

  • If you submit your report after 1 June, please select the 'Supplementary volume report' option.

You file your participated packaging volumes in a data report. You will find the relevant details in the volume confirmation that you receive from your system operator. Enter these volumes in the data report submitted to the LUCID Packaging Register.

Whenever you report packaging volumes (data reporting) to your system operator, the exact same report must also be submitted to the LUCID Packaging Register immediately. The data reporting schedule depends on what you agreed in your system participation agreement. Typical intervals include monthly, quarterly or yearly data reports. If no intervals were agreed in your system participation agreement, you have to at least report the total packaging volume from your system participation agreement as an annual planned volume to the LUCID Packaging Register. You also have to report your packaging volumes to the LUCID Packaging Register when entering into or extending your system participation agreement. 

Please note: simplified reporting requirement for small volumes (less than 10 tonnes)
A simplified reporting requirement applies if you made available less than 10 tonnes of packaging subject to system participation in Germany for the first time in the previous calendar year: instead of immediately filing every data report made to the system operator in the LUCID Packaging Register, you may submit a year-end volume report that includes your participated total packaging volume of the prior year by 1 June of the following calendar year.

You will not receive separate confirmation of the data reports you have submitted. However, you can view the report on your packaging volumes on your LUCID dashboard at any time. A data report is deemed to have been successfully submitted once it is listed in the 'Submitted volume reports' or 'Submitted supplementary volume reports' table overview. You can use the 'Details' button to view individual reports. If required, you can also save them as a PDF file using your browser's print function.

You do not have to explicitly inform the LUCID Packaging Register about the change. With every data report in the LUCID Packaging Register, you select the system operator with whom you concluded a system participation agreement. If you have changed your system operator, simply specify your new system operator in future data reports.

You will find the 'Data report' tile on the dashboard when you log in to the LUCID Packaging Register. Data reports must be submitted exclusively for packaging subject to system participation. If the 'Data reporting' tile is not displayed, you may not have specified in your registration (under 'Packaging details') that you make packaging subject to system participation available on the market. Please check the details you have entered and correct or complete them if necessary.

How to change your registration data

If a specific calendar year is not listed as an option, the reporting period for the report type you have selected has probably passed. In this case, please select a different report type. The Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) can neither check nor confirm the content of your data report. You are responsible for checking that the details are complete and correct. The answers to the following questions might help you:

You must submit a data report to the LUCID Packaging Register if you make packaging subject to system participation available on the German market for the first time and if you have participated (licensed) this packaging with a system to fulfil your obligations under packaging law. System participation must be completed before packaging filled with goods is made available on the German market – that means you must enter into a system participation agreement in good time before commencing your activities. You are then required to report the agreed packaging volumes to the LUCID Packaging Register.

Correcting data reports

The information provided in a data report must be in line with your system participation. That means that you have to correct a submitted data report if it does not correspond, or no longer corresponds, to your system participation for the specified period. 
This applies to information relating to

  • the participated packaging volumes,

  • the system operator or contractual counterparty,

  • the period to which the system participation relates. 

You can reopen a data report that has already been submitted and adjust the details.
Please proceed as follows:

  1. Use your login credentials to sign in to the LUCID Packaging Register

  2. Click the 'View submitted data reports' button in the 'Data reporting' tile.

  3. Open the data report in question by clicking on 'Details'. 

  4. In this detailed view of your data report, click the 'Edit' button and correct your entries. 

  5. Save the amended data report. 

Please note:if the 'Edit' button is greyed out, the data report can no longer be amended using this function, probably because the deadline for editing the data report has passed. Correcting initial planned volume reports
You can correct an initial planned volume report by submitting an intra-year volume report with the correct information. This report will then be treated as your current planned volume report. However, the original report will remain visible in the overview of your data reports. 
 

Correcting year-end volume reports
You can correct a year-end volume report by submitting a supplementary volume report. The volumes set out in this report are added to the volumes from the year-end report. In other words: please enter only the difference from the original numbers in the supplementary report – and not the corrected total volume. 
If volumes need to be reduced, add a negative sign in front of the difference. 

Example:you specified 120 kilogrammes of paper/cardboard for the past calendar year in your year-end volume report. However, you participated only 100 kilogrammes of paper/cardboard with a system during this period. Therefore, the figure you have to enter in the supplementary volume report is -20 kilogrammes of paper/cardboard for the relevant calendar year.

Please proceed as follows:

  1. Use your login credentials to sign in to the LUCID Packaging Register

  2. Click the 'View submitted data reports' button in the 'Data reporting' tile.

  3. Open the data report in question by clicking on 'Details'. 

  4. In this detailed view of your data report, click the 'Edit' button. 

  5. Click the red symbol located above the data report input field. 

  6. Save the changes. 

Please note: if the 'Edit' button is greyed out, the data report can no longer be deleted using this function, probably because the deadline for editing the data report has passed.

First of all, you need to check whether it is possible to adjust the volumes you participate with your system operator. For any questions relating to this matter, please contact your contractual counterparty directly. You will find the contact information in the overview of system operators.
The data report you submit to the LUCID Packaging Register must match the packaging volumes participated with your system operator. In other words: if you have adjusted the volumes with your system operator, you must also indicate the amended volumes in the data report in LUCID.
