Copy the (long) link from the e-mail, paste it into the address bar of a new browser tab and press the Enter key to confirm.
Try the process again using a different browser, as well as the incognito or private mode.
Please ensure that the link remains unchanged. To do this, check whether the full link begins with lucid.verpackungsregister.org. If this is not the case, it may indicate that certain security settings on your device or browser are altering the link. In that case, you would need to make the necessary adjustments to the settings internally.

Registration with the LUCID Packaging Register is free and is done online.
To register, first create a login as a 'producer'. To do this, please enter your company name, the name of the person in charge (e.g. the CEO or managing director) and the name of the relevant contact person within the company, along with their e-mail address. You will then receive an e-mail with an activation link that must be accessed within 24 hours.
Once you have activated your account, you have seven days to complete the registration process. Enter your master data, add packaging types and brand names, and then submit your application for registration.
A few minutes after you have submitted your application, you will receive an administrative act from the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) by e-mail. At the same time, you will also receive your LUCID registration number (DE followed by 13 digits). The registration number is stated in your administrative act and on the LUCID dashboard.

Taxpayer reference number & national identification number
Please proceed as follows:
Click on the text highlighted in green directly in the VAT number input field.
Choose 'Other' in the 'Type of taxpayer reference number' field.
Enter 'No tax number yet' in the 'Taxpayer reference number' field.
As soon as you have the taxpayer reference number or VAT number, you must add it to the master data for your registration.
If you are certain that you have neither a business taxpayer reference number nor a VAT ID, you can enter your personal taxpayer reference number.
Please proceed as follows:
Click on the text highlighted in green directly in the VAT number input field.
Then choose 'Other' in the 'Type of taxpayer reference number' field.
Next, enter your taxpayer reference number.
Error messages and other topics
This notification is displayed to warn against accidental duplicate registrations. Check the public register of producers to see which of the following applies to you:
Scenario #1: The company is already registered
As a rule, a company may only be registered once with the LUCID Packaging Register. If your company is already registered, please do not complete the new registration process. Instead, restore access to the existing registration. If you do not have the login credentials, you will find guidance on this on the homepage of the LUCID Packaging Register.Scenario #2: Identical name – different company
If your specific company is not registered in the LUCID Packaging Register, but another company with an identical company name is, you can ignore this notification and continue with the registration that you have started.Scenario #3:Registering affiliated companies, branches or stores
If affiliated companies / branches / stores are legally independent entities, each entity is deemed to be a producer. In that case, each entity has to register with the LUCID Packaging Register. For example if the entities have distinct entries in the commercial register, it can be assumed that they are legally independent. If multiple entities need to be registered, you can ignore the notification and continue with the registration that you have started.

You cannot use the same e-mail address as your login for registration with the LUCID Packaging Register and as a recovery contact for the same registration. Please provide a different e-mail address for the recovery contact.

Certain details, such as your company name or e-mail address, cannot be changed once you have created your login. If you do not complete your registration, the details you have filed will be automatically deleted after 7 days. You can then start the registration process again using the same e-mail address. Alternatively, you can register a new account straight away using a different e-mail address.
This error message appears if you have not specified a brand name for a previously selected packaging category. You must provide at least one brand name (or your company name) for each specified packaging category ('Packaging subject / not subject to system participation requirement'). You can either specify different brand names for each category or assign the same brand name to both categories.
In this case, please proceed as follows:
Change the browser: please try using a different browser and repeat the process.
Use the private mode: switch your browser to incognito or private mode and try again.
Change the network and/or the device: use a different device that, ideally, accesses the LUCID Packaging Register via a different network (e.g. a mobile hotspot rather than the company Wi-Fi).

Existing registration
Key questions about existing registrations
Registration may only be terminated if your company is no longer subject to obligations under packaging law as a producer pursuant to the EU Packaging and Packaging Waste Regulation (PPWR). Once a registration has been terminated, it cannot be reactivated. You should therefore check in advance if the requirements for termination have been met. You are responsible for terminating the registration with the LUCID Packaging Register yourself. A written notification to the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) is neither required nor legally valid. You will receive confirmation that your registration has been terminated immediately afterwards. The relevant administrative act (confirmation document) is sent automatically to the e-mail address filed with the account, so please ensure that the e-mail address provided is valid before you terminate the registration. Please refer to the section How can I change the login e-mail address for my LUCID registration? for detailed instructions on how to change the e-mail address.
To terminate your registration, please proceed as follows:
Use your login credentials to sign in to the LUCID Packaging Register.
Click 'Edit' in the 'Master data' tile.
At the very bottom of the page, you will find the section where you can terminate your registration.
Open this section and click on 'Terminate registration'.
Registering with the LUCID Packaging Register does not constitute a contractual agreement. As such, you have to terminate your registration instead of cancelling it. For information on how to terminate your registration with the LUCID Packaging Register, please refer to the question above: 'I have ceased my business activities – how do I terminate my registration?'.
You cannot cancel contractual agreements with third parties – such as a system participation agreement (licence agreement) – via the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) or via the LUCID Packaging Register.
Once a registration has been terminated, it cannot be reactivated. Please first check the public register of producers to see if there is another registration for your company that has not been terminated. If this is not the case, you will need to re-register your business with the LUCID Packaging Register.
Important information for new registrations:
Informing the system operator: you will be issued a new registration number when you carry out a new registration. Please inform your system operator about this new registration number. This is the only way to ensure that your system participation and data reports to the LUCID Packaging Register can be definitively linked to you.
Entering a previous registration number: please file your previous (terminated) registration number in the 'Additional information' section of the new registration.
Using a new e-mail address in LUCID: the login e-mail address used for the terminated registration cannot be used again. This means that you need to use a different e-mail address to re-register.
LUCID registration number & evidence
In the public register of producers you can check whether your company is registered with the LUCID Packaging Register yourself. Please note that the public register is updated once a day. If your registration was completed less than 24 hours ago, it may not yet be displayed in the register.

You received a unique LUCID registration number (DE followed by 13 digits) immediately after completing your registration. Your registration number is stated e.g. in your entry in the public register of producers and on your LUCID dashboard.
You received a PDF document by e-mail confirming your registration, immediately after you registered with the LUCID Packaging Register. This constitutes an administrative act which is also available on your LUCID dashboard in the 'Documents' tile. The registration is in effect once you have received the administrative act.
You will receive confirmation immediately after termination. The confirmation constitutes an administrative act which is sent automatically to the e-mail address filed with the account and will also be available on your LUCID dashboard in the 'Documents' tile. The Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) does not issue any further confirmation.

No. The LUCID registration number applies exclusively to the LUCID Packaging Register and can be used only to fulfil the registration requirements under packaging law as applicable in Germany. Separate registration is required for other statutory registers or platforms, such as the EAR register or the Single-Use Plastics Fund platform (DIVID). This registration cannot be carried out either via the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) or in the LUCID Packaging Register.
You cannot obtain a registration number via the ZSVR or the LUCID Packaging Register for packaging you make available in other countries either. The jurisdiction of the Verpackungsrecht-Durchführungsgesetz (German Packaging Law Implementation Act – VerpackDG) is limited to the Federal Republic of Germany. Each EU Member State has its own national packaging register. Please refer to the website of the European National Registers (EUNR) network at www.eunr.org for an overview of the competent authorities and relevant organisations.
The EPR (extended producer responsibility) number for packaging under the Verpackungsrecht-Durchführungsgesetz (German Packaging Law Implementation Act – VerpackDG) in Germany is the LUCID registration number. The Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) is exclusively responsible for implementing the VerpackDG and operates the LUCID Packaging Register. The ZSVR is unable to provide any information regarding other statutory provisions or registers relevant to other areas of extended producer responsibility, such as the EAR register or the Single-Use Plastics Fund platform (DIVID).
The Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) has no information about why a marketplace or online platform is unable to accept or verify your LUCID registration number. Please contact the relevant marketplace or the operator of the online platform directly to clarify any issues.
Please note: marketplaces and online platforms can check the status and details of your registration in the ZSVR's public register of producers. The register is updated once a day. If you completed the verification process on the marketplace immediately after registering with LUCID, your registration entry may not yet have been visible in the public register.
Changes to registration data
You can amend your company details directly online via the LUCID Packaging Register. You do not need to send an additional notification to the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR), for example by e-mail.
Please proceed as follows:
Use your login credentials to sign in to the LUCID Packaging Register.
Open the 'Master data' tile by clicking on 'Edit'.
Click the editing symbol on the right, next to the 'Master data' section you wish to edit, and then make the necessary adjustments.
Scroll down to the 'Declarations' section and check the boxes to save your changes.
Then press the 'Submit' button.
Please check whether the change under corporate law has resulted in a change of legal entity and check which adjustments this requires to your LUCID registration. You can find guidance and examples on the Change of legal entity page.
You can change your login e-mail address via a login transfer in the master data of your registration. Please refer to How can I change the login e-mail address for my LUCID registration? for details on how to proceed.
Access to the registration
If you do not receive a confirmation e-mail, please first check that you have entered the correct login e-mail address and that the associated e-mail account is accessible. Only then will you be able to reset your password and set a new one.
If you do not know your login e-mail address, please refer to the LUCID homepage under 'Unable to access your registration as a producer?' for further assistance.
You can change your login e-mail address via a login transfer in the master data of your registration. Please proceed as follows:
Use your login credentials to sign in to the LUCID Packaging Register.
Click the 'Edit' button in the 'Master data' tile.
You will see the 'Recovery contacts' section towards the middle of the page. Click on the editing symbol on the right.
Add the name and new e-mail address of the person that you would like to file for the login.
Save your entries by clicking 'Submit' at the bottom of the page.
Then open your master data again. You will see the 'Transfer login' tile at the bottom of the page. Select the preferred e-mail address.
An e-mail containing a link to perform the amendment will then be sent to the selected e-mail address. The transfer must be completed within 24 hours, as the link will expire after that. If the deadline has passed, you will need to re-start the process.
First of all, find out who in your organisation carried out the registration with the LUCID Packaging Register. Following registration, a PDF document (an administrative act with the subject line 'LUCID: Notice regarding producer registration') was sent out. This document shows the login e-mail address.

Other topics
As a rule, every company may only have one registration in the LUCID Packaging Register. If several registrations have been made by mistake, please continue with only one of them and terminate the rest. Please note the following:
System participation agreements: please check which registration number is stated in your system participation agreement (packaging licence). A registration should not be terminated while the registration number is being used for system participation. If you have any questions on this matter, please consult your system operator.
Data reporting in the LUCID Packaging Register: data reports submitted to LUCID and system participation must be linked to the same registration number. Should you notice any discrepancies, you will need to make adjustments with your system operator or in the data reports to LUCID.

No. If your company is already registered with the LUCID Packaging Register, you do not need to register again. However, please check whether your details need to be amended or supplemented in line with the new requirements of the EU Packaging and Packaging Waste Regulation (PPWR) and the German Packaging Law Implementation Act (VerpackDG). This may for example concern the filed brand names, types of packaging or the appointment of an authorised representative.
You are not required to file the declaration of conformity and the technical documentation in the LUCID Packaging Register. Preparing/drafting their content does not fall under the remit of the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR).
The Forum Rezyklat provides materials like templates, FAQs and handouts relating to technical documentation and declarations of conformity to help meet manufacturer obligations. The ZSVR has published technical documentation discussion drafts in the context of the minimum standard for determining the recyclability of packaging (2025 edition) on its website.
You will find the 'Authorised representative' tile on your LUCID dashboard. Use this tile to indicate your authorised representative.
Click 'Edit' in the tile.
Click on the 'Appoint an authorised representative' button.
Then enter the company name or the ID of the authorised representative you have concluded an agreement with.
Scroll down to the 'Declarations' section and check the boxes to save the name.
Then press 'Submit request'.
