Explanation
Retail packaging and grouped packaging for fruit syrups and concentrates in quantities of 22 litres or less typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as food and beverage businesses, canteens and commercial kitchens. Fruit syrups and concentrates are not subject to the deposit and return obligations for single-use beverage packaging under section 31 VerpackG and are subject to system participation.

Regardless of any deposit obligation, packaging for fruit syrups and concentrates with a bundling function is subject to system participation in quantities of 22 litres or less.
Retail packaging and grouped packaging for fruit syrups and concentrates in quantities exceeding 22 litres are not subject to system participation because they typically accumulate as waste in industrial or large commercial enterprise settings.
Shipment packaging for fruit syrups and concentrates of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
