Explanation

Retail packaging and grouped packaging for sweets, caramels and dragées in quantities of 1.8 kg or less are subject to system participation because typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as cinemas, theatres and amusement parks, food and beverage businesses, canteens, educational institutions, authorities, administrations and administrative sections of companies, especially in trade and manufacturing. Comparable sources of waste generation also include craft enterprises whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Retail packaging and grouped packaging for sweets, caramels and dragées in quantities exceeding 1.8 kg are not subject to system participation because they typically accumulate as waste in large commercial enterprise settings (also in retail settings).
Shipment packaging for sweets, caramels and dragées of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.

The indicated quantities always refer to the respective sales unit. Accordingly, the quantity of a bag or can containing 100 small bags of 10 g each is 1 kg.

Lollipop sticks are integral to the product and do not constitute packaging within the meaning of section 3 (1) VerpackG.
