Explanation

Nets and bags made of plastic for bulbs in quantities of 5 kg or less is subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular garden centres, tree nurseries and other agricultural holdings whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion'). Nets, bags and sacks made of plastic for bulbs in quantities exceeding 5 kg are not subject to system participation because they typically accumulate in large commercial enterprise settings (also in retail settings).
All other retail packaging for bulbs in quantities of 28 kg or less is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation. Comparable sources of waste generation include in particular garden centres, tree nurseries and other agricultural holdings under the volume criterion.
Shipment packaging for bulbs of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
