Explanation
Retail packaging and grouped packaging for refrigerated dough and par-baked bread in quantities of 1.8 kg or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as food and beverage businesses and commercial kitchens. Comparable sources of waste generation also include artisanal bakeries whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').
Retail packaging and grouped packaging for refrigerated dough and par-baked bread in quantities exceeding 1.8 kg are not subject to system participation because they typically accumulate as waste in large commercial enterprise settings (also in retail settings). This includes in particular wholesale bakeries, chain bakeries and artisanal bakeries that exceed the volume criterion.
Bakery ovens are stocked with refrigerated and frozen dough. Due to the market relevance of bakery ovens for refrigerated semi-finished products, at 1.8 kg the delineation criterion for refrigerated dough and par-baked bread is lower than for shelf-stable products. Shipment packaging for refrigerated dough and par-baked bread of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
