Explanation
Retail packaging and grouped packaging for coffee, tea and cocoa, in pods or capsules in quantities of 8 kg or less, are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as food and beverage businesses, accommodation establishments, insurances, banks, administrations and administrative sections of companies, especially in trade and manufacturing.

Shipment packaging for coffee, tea and cocoa, in pods or capsules, of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
According to appendix 1, no. 2 VerpackG, capsules for beverage preparation systems, coffee foil bags and coffee pods made of filter paper, which are disposed of together with the used coffee product, do not constitute packaging within the meaning of section 3 (1) VerpackG. This also applies to cocoa and tea drinks. Empty capsules for beverage preparation systems constitute packaging and, in quantities of 8 kg or less, are subject to system participation.

Delineation criterion
Delineation criterion ×

Criterion that relates to a specific product and determines whether the shipment, retail or grouped packaging in question is subject to system participation.

For food packaging, that delineation criterion often is quantity. For packaging filled with other products, the delineation criterion tends to be the number/volume or unit of the individual products contained in the packaging. Depending on the product, other criteria may be used within the scope of an overall market assessment to delineate or determine whether the system participation requirement applies to a packaging, such as the stress class in the case of laminate products.
