Explanation
Retail packaging for powder coatings in quantities of 1.1 kg or less is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). This type of packaging has low market relevance, however.

Retail packaging and grouped packaging for powder coatings in quantities exceeding 1.1 kg are not subject to system participation because they typically accumulate as waste in large commercial enterprise settings. Working with / applying powder coatings requires equipment that is usually found in industrial sources of waste generation.

Shipment packaging for powder coatings of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
