Explanation

Retail packaging and grouped packaging for insulating and sealing tapes in lengths of 18 metres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular building trade businesses and other craft enterprises whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion'). Retail packaging and grouped packaging for insulating and sealing tapes in lengths of 18 metres or less also accumulate as waste in industrial or large commercial enterprise settings to some extent. This also includes building trade businesses that exceed the volume criterion. However, this packaging is subject to system participation because the quantities/lengths used in these settings match those accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation, and the lion’s share accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation.
