Explanation
Retail packaging and grouped packaging for headless pins, nails and staples in quantities of 300 items or fewer are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular building trade businesses and other craft enterprises whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').
Although retail packaging and grouped packaging for headless pins, nails and staples in quantities of 300 items or fewer may also accumulate in industrial or large commercial enterprise settings to some extent, this packaging is subject to system participation because the quantities used in these settings match those accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation, and the lion’s share accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation.
Retail packaging and grouped packaging for headless pins, nails and staples in quantities exceeding 300 items typically accumulate as waste in industrial or large commercial enterprise settings and are not subject to system participation.
