Explanation
Retail packaging and grouped packaging for adhesives in quantities of 1.4 kg or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as educational institutions, authorities and service enterprises. Comparable sources of waste generation also include building trade businesses, other craft enterprises, other commercial enterprises and agricultural holdings whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Retail packaging and grouped packaging for adhesives in quantities exceeding 1.4 kg are not subject to system participation because they typically accumulate as waste in industrial or large commercial enterprise settings. Adhesives are used in numerous industrial production processes, for example in the automotive or packaging industries. Retail packaging and grouped packaging for adhesives in quantities exceeding 1.4 kg also accumulate as waste especially with building trade businesses, other craft enterprises, other commercial enterprises and agricultural holdings that exceed the volume criterion.
Shipment packaging for adhesives of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
The quantities of adhesives can be given in litres or kilogrammes. Specifications in litres equal kilogrammes, and vice versa.

Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.
