The ZSVR issues a warning about scam e-mails: Scam e-mails claiming to be from the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) are currently being sent to registered companies. The scam e-mails contain text taken from the ZSVR’s own communications asking users to fulfil their legal obligation to undertake system participation. Attempts are made to obtain confidential data such as passwords and master data. Neither this e-mail nor any of the links it may contain originate from the ZSVR. The links lead to unsafe websites. Please ignore these messages. 
You can recognise e-mails from the ZSVR by the sender address, which always ends with ‘@verpackungsregister.org’ or ‘@email.verpackungsregister.org’. It also helps if you label e-mails with an incorrect sender address as spam in your systems.

Explanation
Retail packaging, grouped packaging and shipment packaging for chargers for material handling equipment of all kinds are not subject to system participation because they typically accumulate as waste in industrial, retail or logistics settings or with electrical installation enterprises whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.

For food packaging, that delineation criterion often is quantity. For packaging filled with other products, the delineation criterion tends to be the number/volume or unit of the individual products contained in the packaging. Depending on the product, other criteria may be used within the scope of an overall market assessment to delineate or determine whether the system participation requirement applies to a packaging, such as the stress class in the case of laminate products.
