Explanation
Retail packaging and grouped packaging for extinguishing agents in quantities of 65 kg or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as authorities, administrations, fire departments and fire protection companies.

Retail packaging and grouped packaging for extinguishing agents in quantities exceeding 65 kg are not subject to system participation because they typically accumulate as waste in industrial or large commercial enterprise settings. This applies, for example, to sacks and IBCs with quantities exceeding 65 kg, which primarily accumulate as waste with industrial enterprises or airports.

Shipment packaging for extinguishing agents of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.
