Explanation
Retail packaging and grouped packaging for fireworks in quantities of 400 items/shots or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as cultural and recreational facilities.

Shipment packaging for fireworks of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.

The delineation criterion is the number of parts (e.g. 35 items, 10 rockets) or the number of shots (e.g. 100-shot battery). Retail packaging for fireworks does not constitute retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG and section 12 (2) no. 3 VerpackG.
