Explanation

Retail packaging and grouped packaging for safes with a security standard grade of II or less pursuant to EN 1134-1 and EN 14450 are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as accommodation establishments, administrations, banks, insurance companies and administrative sections of companies, especially in trade and manufacturing. Comparable sources of waste generation also include craft enterprises and installers whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').
Retail packaging and grouped packaging for safes with a security standard grade above II pursuant to EN 1134-1 and EN 14450 are not subject to system participation because they typically accumulate as waste in large commercial enterprise settings (also in retail settings), including, for example, installation service providers to safe manufacturers. Large commercial enterprises also include craft enterprises and installers that exceed the volume criterion.
Shipment packaging for safes of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
