Explanation

Retail packaging for books in quantities of 1 item is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). This concerns individual packaging, especially individual wrappings/films around single books.

Packaging (except shipment packaging) for books in quantities exceeding 1 item is not subject to system participation because it typically accumulates with retailers. Where multiple books are packaged together (e.g. five or ten paperbacks in one wrapping), the majority is unpacked in book stores, newspaper shops, newsagents, mail order companies or at other retailers.

Shipment packaging for books of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
