Explanation

Retail packaging and grouped packaging for cookies, biscuits, waffles and other non-perishable baked goods in quantities of 14 kg or less is subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as cinemas, theatres and amusement parks, food and beverage businesses, canteens, authorities, administrations and administrative sections of companies, especially in trade and manufacturing.
Retail packaging and grouped packaging for cookies, biscuits, waffles and other non-perishable baked goods in quantities of 14 kg or less also accumulate as waste in industrial or craft enterprise settings to some extent where packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion'). Typical examples are snacks for meetings or parties or Christmas presents and other gifts. The quantities used in these settings match those accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation.
