Explanation
Retail packaging and shipment packaging for resilient flooring in widths up to and including 2.2 metres per unit and with a stress class of 32 or less pursuant to DIN EN ISO 10874 are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households (DIY) and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include craft enterprises, especially flooring fitters and other building trade businesses whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Retail packaging, grouped packaging and shipment packaging for resilient flooring in widths up to and including 2.2 metres per unit with a stress class of 33 or higher pursuant to DIN EN ISO 10874 are not subject to system participation because they typically accumulate as waste in industrial or large commercial enterprise settings (also in retail settings). This includes in particular craft enterprises that exceed the volume criterion.

DIN EN ISO 10874 defines intensity of use classifications for resilient, textile and laminate flooring. Resilient flooring with stress classes 21, 22, 22+, 23, 31, 32 are used in private or public and commercial applications with normal or moderate intensity of use. Resilient flooring with stress classes of > 32, in particular 33, 34, 41, 42, 43, are used in public and commercial applications with high or very high intensity of use and in light industrial settings. Floors without any listed stress class are to be handled as having a classification of ≤ 32. The highest stress class listed is always the relevant classification.
