Explanation
Retail packaging for cordless power tools with a rated power output of 19 V or less, or with no listed power rating, is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular building trade businesses whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').
Although retail packaging and grouped packaging for cordless power tools with a rated power output of 19 V or less, or with no listed power rating, also accumulates as waste in industrial or large commercial enterprise settings to some extent, this packaging is subject to system participation because, due to the products’ rated power output, it matches the packaging accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation. Overall, the lion’s share accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation.
Retail packaging and grouped packaging for cordless power tools with a rated power output exceeding 19 V typically accumulate as waste in industrial or large commercial enterprise settings and are not subject to system participation. Shipment packaging for cordless power tools of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.

Delineation criterion
Delineation criterion ×

Criterion that relates to a specific product and determines whether the shipment, retail or grouped packaging in question is subject to system participation.

For food packaging, that delineation criterion often is quantity. For packaging filled with other products, the delineation criterion tends to be the number/volume or unit of the individual products contained in the packaging. Depending on the product, other criteria may be used within the scope of an overall market assessment to delineate or determine whether the system participation requirement applies to a packaging, such as the stress class in the case of laminate products.
