Explanation
Retail packaging and grouped packaging for additives in quantities of 1.5 litres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG).

Retail packaging and grouped packaging for additives in quantities exceeding 1.5 litres are not subject to system participation because they typically accumulate as waste in industrial or large commercial enterprise settings. This includes in particular the aviation industry (e.g. airports) and craft enterprises whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.

Shipment packaging for additives of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.
