Explanation
Retail packaging and shipment packaging for flat-pack kitchen furniture of all kinds are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG).

Flat-pack furniture is primarily available in furniture stores, furniture discounters, furniture specialist stores, supermarkets and DIY markets. The product is usually delivered to the customer in the original packaging. Only in exceptional cases are large commercial enterprises the end customers.

Flat-pack furniture is furniture that is packed in such a way that it can be taken away by customers themselves from the point of sale.
Typical indicators for flat-pack furniture include the following examples: 1. The furniture is small or substantially disassembled. 2. The furniture can be sent via parcel service and does not need to be shipped via a forwarding agent. 3. Once unpacked, the furniture has to be assembled to a significant extent and based on assembly instructions. Not all of these criteria have to be met for a furniture to be considered flat-pack furniture.

Depending on the product, other criteria may be used within the scope of an overall market assessment to delineate or determine whether the system participation requirement applies to a packaging, such as the stress class in the case of laminate products.
