Explanation
Retail packaging for pre-assembled household furniture of all kinds is not subject to system participation because it typically accumulates as waste with craft enterprises whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres. (It also accumulates in retail settings.)

Although packaging for pre-assembled household furniture also accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) to some extent, the lion's share remains with retailers or is unpacked and taken away again upon delivery.

However, shipment packaging for pre-assembled household furniture of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.

Pre-assembled furniture is designed and packed in such a way that customers are generally unable to collect it from the point of sale themselves.
Furniture is typically characterised as pre-assembled if: 1. the furniture is large and bulky; 2. the furniture generally cannot be sent via parcel service and has to be shipped via a forwarding agent; 3. after being unpacked, the furniture requires only minor assembly.
Not all of these criteria have to be met for furniture to be considered pre-assembled.
