Explanation
Retail packaging for other hand tools in quantities of 6 items or fewer is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular building trade businesses whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Although retail packaging and grouped packaging for other hand tools in quantities of 6 items or fewer also accumulates as waste in industrial or large commercial enterprise settings to some extent, this packaging is also subject to system participation because the quantities used in these settings match those accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation.
